The one-match suspension issued to Tanjong Pagar United midfielder Jared Gallagher has been rescinded with immediate effect, following a thorough review by a Key Match Incident Review Panel.
This decision comes after an official protest lodged by the club regarding Gallagher’s dismissal in the 77th minute of the Singapore Premier League 2026/27 match against Balestier Khalsa FC on Saturday, 19 September 2026, following a VAR review for a foul on Balestier Khalsa’s Marin Kuzminski. The red card was initially adjudged to constitute Denial of an Obvious Goal-Scoring Opportunity (DOGSO).
Review and findings
The Panel, comprising Mr John Chia (FIFA Refereeing Technical Instructor), Mr Tang Yew Mun (AFC Referee Assessor) and Mr Ronnie Koh (former FIFA Assistant Referee), conducted a technical review of the incident, assessing it against the established considerations for DOGSO: the distance between the offence and goal, the general direction of play, the likelihood of the attacker keeping or gaining control of the ball, and the location and number of defenders and attackers.
Having reviewed the available footage, the Panel unanimously determined that it was not sufficiently clear that the attacker would have gained or kept control of the ball at the point of the offence. While the attacker was pursuing the ball towards goal, the Panel found that this possibility alone was not enough to establish an obvious goal-scoring opportunity.
Accordingly, the Panel concluded that the threshold for DOGSO had not been met, and upon review, that the technical basis for the direct red card was not supported.
Outcome
Following the Panel’s unanimous finding, the Pro Football Department will take the following actions:
- The one-match suspension imposed on Jared Gallagher has been rescinded with immediate effect.
- The red card issued during the match shall remain on record, in accordance with standard competition procedures.
