Review of player eligibility involving Hougang United FC player Gloire Amanda

The Football Association of Singapore (FAS) was made aware that Hougang United FC (HGFC) player, Mr Gloire Amanda, participated in recent SPL and SPL2 fixtures prior to the completion of the required regulatory clearances relating to his work pass status, and has since concluded a review into the matter.

Review and Findings

The FAS Competitions Department conducted a comprehensive review of the player’s registration timeline, relevant correspondence, and documentation submitted by the club.

The review established that the player’s participation in official SPL and SPL2 matches occurred prior to the completion of all mandatory regulatory clearances relating to his work pass status in Singapore. Although HGFC had submitted a work pass application, the work pass had neither received formal approval nor been physically issued at the time the player participated in those matches.

Accordingly, Mr Amanda was deemed ineligible to participate under the Conditions of Registration and Eligibility. His participation in the following fixtures constituted a breach of competition regulations:

Outcome

In accordance with Article 23.3 of the Singapore Premier League Season 2025/26 Regulations, the following actions will be implemented:

  • The results of the affected matches will be overturned, with three (3) points awarded to the respective non-infringing teams. The scorelines will either remain as recorded or be adjusted to 3–0, whichever reflects the greater margin:

  • Hougang United FC has been fined in relation to fielding an ineligible player.
  • Enhanced verification and compliance protocols governing the registration of foreign players will be implemented in FAS with immediate effect.
  • Appropriate disciplinary measures will be taken in respect of the FAS staff and management involved in the registration process. They should have detected Hougang United FC’s mistake.

The FAS acknowledges the seriousness of this matter and remains firmly committed to transparency, regulatory consistency, and safeguarding the integrity and professionalism of its competitions.
